Hidden Valley Farm Community Update

Hidden Valley Farm Metropolitan District Residents,

The District is committed to transparency and keeping residents informed about District operations and financial planning. In response to concerns that have been brought to our attention, we are providing the following information to help residents better understand the Operations and Maintenance (O&M) Fee and how it supports the community.

The annual O&M Fee funds the ongoing operation, maintenance, repair, and replacement of the District’s public infrastructure. This includes common areas, landscaping, irrigation systems, fencing, and other necessary District expenses. O&M fees are common among Metropolitan Districts and provide an important source of revenue to support the District’s long-term financial sustainability.

Historically, the District benefited from additional revenue generated by oil and gas operations. As that revenue has declined over time, the District has proactively adjusted its financial planning to ensure sufficient resources remain available to support ongoing operations and maintenance. At the same time, the District is transitioning to resident-led governance, bringing greater community involvement and financial independence. As part of this transition, the District is increasingly relying on its established revenue sources to fund ongoing operations rather than financial advances that were available during the development period.

The District is committed to responsible financial management and maintains accountability through its annual budgeting and audit processes. The District has received clean audits, and residents can review the District’s budgets and audit reports through the Colorado Department of Local Affairs (DLG).

The O&M Fee also supports the ongoing maintenance and improvement of community infrastructure, including the well and irrigation system serving the common areas and landscaping. Recent investments have included replacing the well motor, sensors, and control equipment to support reliable operations. The District continues to prioritize the responsible use of O&M funds by addressing irrigation performance, turf recovery, tree replacement, and other ongoing maintenance needs.

We encourage residents to stay informed and participate in the District’s governance. Board meetings are open to the public and provide an opportunity to learn more about the District’s goals, current projects, 2027 budget priorities, and the ongoing work involved in operating and maintaining the community. The next regularly scheduled Board meeting is November 5 at 4:30 p.m. via Zoom. The meeting will include an opportunity for public comments and questions.
