Consideration of Imposition of Operations and Maintenance Fee

Dear Property Owner,

On December 3rd, 2025, the Boards of Directors for Hidden Valley Farm Metropolitan District Nos. 1-4 will be holding a regularly scheduled public meeting via zoom. Among the topics to be discussed is the consideration of the imposition of an annual Operations and Maintenance Fee on lots within Hidden Valley Farm Metropolitan District Nos. 1-4, beginning in 2026.

The Districts are authorized to impose mill levies and fees pursuant to the Districts’ Service Plan and the Colorado Special District Act to pay for public infrastructure and services. Currently, a majority of the tax revenues paid by homeowners are used to pay the District’s debt, which was issued to fund the construction of public improvements. A long-term financial forecast of projected operating revenues and expenditures for the Districts has necessitated the consideration of the imposition of an Operations and Maintenance Fee by the Districts’ Boards of Directors.

The Boards are carefully evaluating the Districts’ budgets and exploring options to reduce expenses to establish the lowest possible fee necessary to support the community.  The current proposal for the Operations and Maintenance Fee is $250.00 per Lot, billed semiannually in January and July ($125.00 each billing). This fee will provide necessary funding for the ongoing maintenance and operation of District-owned public improvements and amenities.

The Districts’ consideration of this fee is based on several key financial and operational factors:

  • Oil and gas revenue, which has historically supported the Districts’ operations, has dropped and is projected to continue declining.
  • The last Operations and Maintenance Fee collected was in 2019, in the amount of $400 per lot. This fee was discontinued due to the Districts’ oil and gas revenue.
  • Several major infrastructure enhancements have been completed, including:
    • Full reconstruction of the pump house.
    • Installation of a new motor and pump for a non-potable water well serving the Districts.
    • Additionally, the Districts installed irrigation monitoring technology that allows the system to be tracked via a mobile app to identify line breaks or system downtime.
    • Modifications to landscaping contracts to ensure the Districts are properly maintained by the landscape contractor.
  • The Districts are no longer receiving developer advances to subsidize operations and maintenance expenses.
